Pre-game Lobby Improvements (Voice/Textchat, Stealth/Loud Toggle, etc)

On top of an unready button (already in the works)

A functioning cross platform voicechat AND textchat would be extremely useful.

A toggle for host/vote system for all in the lobby to indicate whether to equip a Loud or Stealth loadout.

With these changes there would also need to be a vote-to-kick system for griefers in chats or purposefully making a heist loud when stealth was the desired approach.
