Chatting in preplanning, host permissions, offline mode, and a better crime net

If we finish a heist we should be able to go to lobby to choose a contract so we can play with those same people and we should also be able to chat in the preplanning

being able to unready if you made a mistake in your build you can unready and fix it

the host needs to be able to 1. restart the game with no voting system and take them straight back into preplanning 2. be able to choose if the heist is going to be played in loud or stealth so we'll also disclaimer in the preplanning lobby letting us know if the heist is being played loud or in stealth.

offline mode just make it a carbon copy of payday 2's offline mode it was great

Crime net would be very useful for 1. being able join a random heist 2. being able to sort by only difficulty if you don't care about what heist is played 3. it would make the game have more personality and feel like it has a very populated player base
