Add the old Armor Regen from PD2 and Rats/Cookout upgrade

I know it makes the armor bag useless and changes the playstyle prob. dramaticly but i think in my opinion it make loud heists way more fun if i don´t have to hide half the heist beauce i have no more plates but for lets say cookout without AI with armor bag you are done. Also while we´re talking about cookout give it the "no bag cap" from PD2 again also you could add the Rats heist again it was a fav. heist in pd2 afaik.
