[Bug] Missing Equipment / Progression Unlocks Not Working

Description - Currently missing multiple pieces of equipment: Overkill Grenade Launcher, Ammo Bag, Pocket Camera, Smoke Grenade (locked even though I'm passed level threshhold). Validating file integrity has not fixed it, resetting the game hasn't fixed it, or any other troubleshooting recommendation. I've seen similar threads stating it might be tied to an error with the Nebula Account?

How to Reproduce - Was like this after first install and has persisted. Other friends are not experiencing the bug.

Additional information - For additional context, I have claimed almost all of the PD2xPD3 rewards on Nebula. I participated in the PD3 Open Beta. All loadout slots were empty and red (as seen in the screenshot) initially. I had to buy all my first slots, none were free.

Currently Level 50 at the time of this post.
